PPL Processes Massive Payout as Centralized Payroll Reform Takes Hold

Public Partnerships LLC (PPL), the nation’s leading financial management services provider for Medicaid self-directed care, has processed more than $395 million in payments to over 165,000 caregivers across New York during the fourth week of the state’s newly centralized payroll system under the Consumer Directed Personal Assistance Program (CDPAP).

In this latest payroll cycle, approximately 80% of personal assistants (PAs) successfully submitted timesheets by the new Saturday night deadline, which ensures timely payment by the following Thursday.


Transition to a Single Fiscal Intermediary in New York

Why the Change Was Made

New York State has transitioned from over 600 different fiscal intermediaries to a single statewide entity—PPL—to manage CDPAP payroll. This reform aims to improve accountability and reduce fraud, following investigations into abuse and mismanagement under the previous system. A notable case cited during the reform was a $68 million fraud indictment involving multiple former intermediaries.

Statement from PPL Leadership

Maria Perrin, President of PPL, acknowledged the challenge of this transition but emphasized its necessity:

“While change can be difficult, it is necessary to protect the program and ensure Medicaid funds are directed to individuals who need care.”

To help New Yorkers navigate the shift, PPL has launched a comprehensive support and education network for both caregivers and consumers enrolled in CDPAP.

Caregivers can record and submit hours through two convenient options:

  • Time4Care Mobile App: Available in 11 languages, designed specifically for self-directed care programs.
  • EVV Telephony System: Allows phone-based time tracking for those without access to the app.

Important Reminders for Personal Assistants

Registration Requirements

Before submitting timesheets, PAs must complete:

  • Full registration through PPL
  • Submission of required documents, including the I-9 employment eligibility form

PPL actively contacts caregivers who submit timesheets without completing registration to help them finalize the process and avoid delays in payment.
